Proposed Football Stadium for Liverpool Football Club

We have been passed by RAWK
an analysis of a copy of a report on the proposed new stadium for LFC.
Complete copies of the report are currently being circulated to consultees.
You may have seen some of this before but we thought it would be of
interest.
Introduction
The report has been commissioned by LFC and prepared by Turley associates.
Turley associates will submit a planning application along with an Environmental
statement.
Turley will be co-ordinating a specialist team including:
AFL Architects, Ove Arup Transportation & Environmental Consultants,
Atkins Consultants.
The Scheme
Objectives are listed as follows:
· To provide a world-class football stadium for LFC, which will
enable the club to continue to compete at the highest level in England
and Europe.
· A construction program that will result in minimum disruption.
· Improve the residential environment of the properties in the
immediate vicinity of the existing football ground and remove uncertainty
and planning blight.
· Provide improved integration of the football club, physically
and functionally with the surrounding environment, including improved
community access to the stadium and facilities contained within it.
· Provide significant investment that will assist in the regeneration
of the Anfield area.
· Make a wide positive contribution to the economy of the city
by providing a major destination for sporting events and tourism activity.
· Act as a major focus for the upgrading and improvement of Stanley
Park.
· Provide an integrated transportation strategy for users of
the football stadium
· Offer opportunities for improved recreation and community facilities
on the site of the existing football stadium.

The main components of the scheme will be:
· The new football stadium with a capacity 55-60 000.
· A community sports centre
· Car Park (2000 spaces)
· Bus pick up/ drop off facilities
· Park & ride pick up/ drop off
· Repositioning of the Hillsborough Memorial & Shankly gates
within the new community open space on the existing Anfield ground.
· Laying out of a Market Plaza to link with the existing
shops on Walton Breck Road.
· Provision of playing pitches on the existing Anfield ground.
Environmental Topics
A environmental submission will be submitted with the planning permission
this
will look at a number of issues:
· Planning & Transport Strategy and Policy
· Alternative sites/ options (including redevelopment of existing
stadium)
· Environmental issues
This part of the report is split into a number of sections which look
at:
1. The effect on people, buildings and man-made features - This includes
the effect on recreation and community facilities, and states that the
majority of the area to be utilised is comprised of the Vernon Sangster
and Car Park in Stanley Park, although some of the area currently utilised
by Anfield junior Sunday league will have to be used.
The development will require the demolition of a number of dwellings
on Anfield Road, some these properties are currently occupied and residents
will need to be relocated to alternative accommodation.
2. Effect on Flora, Fauna & Geology - The ecological survey has
identified the pipestrelle bat as frequenting the area around
Stanley Park. Apart from these there are no plants or animal species
which would be classed as rare or not widespread locally.
3. Effect on Land
The park is allocated as protected open space in the Liverpool
town Map and emerging Liverpool UDP, the development plan policies would
normally preclude against developments on such sites. Existing
site is classed as brownfield, where development may be
acceptable in principle.
4. Effect on water

6. Other indirect effects - such as the economy (local and city wide),communications
health and safety.
7. Hillsborough Memorial - proposal is to move the Hillsborough Memorial
and Shankly gates (amazingly report spells Mr Shanklys name wrongly)
to an appropriate location within the site. i.e. away from
the football stadium!

Transport Impact Analysis
Report looks into the viability of the current transport system for
an increased capacity football stadium and makes proposals such as:
Park & Ride facilities
The provision of new dedicated bus services from local district centres
around Merseyside
Provision to increase capacity on existing rail network
Additional on-street and off-street parking areas will be sought as
part of the development proposal in locations that minimise the effect
to traffic to local residents.

The report then asks the consultees for their opinion by way of a form
to complete and return and finishes off with the environmental submission
as an appendix.
